Legislative Roundup
Posted on: 3/14/2018

The Illinois General Assembly is taking a three-week break from session. After the Primary Election, lawmakers will reconvene in early April to start advancing legislation. This is to be an extremely busy time for ISMS as bills will no doubt move quickly. There's also some action of note in Washington on an ISMS issue we are closely monitoring.

  • With federal stamp of approval, Illinois’ new Medicaid legislation will take flight

Gov. Bruce Rauner signed legislation earlier this week that overhauls Illinois’ Hospital Assessment Program – one of the ways Illinois hospitals receive federal money to pay health care costs for Medicaid patients.

On June 30, $3.5 billion in total annual Medicaid funding will sunset under current Illinois law authorizing the Hospital Assessment Program. The goal of the new law is to ensure that patients in need continue to receive quality medical services and that hospitals in underserved communities keep their doors open. (This legislation still needs federal approval.)

  • Medical professionals who volunteer for federally declared disasters need liability protections

ISMS and ISMIE Mutual recently sent a communiqué to Illinois' U.S. senators and representatives urging support for the Good Samaritan Health Professionals Act of 2017. This legislation would provide protection for medical professionals who volunteer for federally declared disasters. House and Senate bills are gaining traction and have generated bipartisan support.

Health care professionals who are willing to volunteer for natural and other federally declared disasters often face significant liability risk when assisting victims outside the state in which they are insured for liability. This legislation remedies the situation.

ISMS will keep you updated on this federal legislation.

  • Inaugural ISMS resident and student lobby day!

In late February, dedicated residents and students from across the state joined together in Springfield to visit lawmakers and represent the needs of physicians and their patients in Illinois. Thank you for taking the time out of your busy schedules to join the ISMS Governmental Affairs team for the day.

This was a successful first medical student and resident lobby day, and it can only get better from here! ISMS looks forward to continuing to help our young members get involved and take action by using organized medicine to make Illinois a better environment for doctors and their patients.

"I thought it was a great event and very eye-opening for me on how the process works."
