Want Change? Write a Resolution! (Psst … Now ALL Members Can Submit Resolutions Year-Round to ISMS)

Important Update: Deadline extended to Feb. 15, 2019, for resolutions to be considered at the April 2019 Annual Meeting.

Many big changes have come from one person's idea.

Here are a few examples of medicine-related victories that all began with an ISMS member putting "pen to paper" in the form of a resolution:

  • Resolutions guided ISMS' advocacy on workers' compensation legislation, including Senate Bill 904, which would finally force workers’ compensation insurance companies to pay interest for late payments and implement electronic billing. As of this writing, a veto override motion is pending in the Illinois House of Representatives; if it passes next week, Senate Bill 904 will be law!

  • The ISMS-crafted Network Adequacy and Transparency Act was enacted to protect patients with state-regulated private health plans from a variety of harmful insurance company practices.

  • The Health Care Services Lien Act was amended to allow ambulatory surgical treatment facilities to file liens.

  • The Illinois General Assembly's Joint Committee on Administrative Rules unanimously rejected proposed rules related to raw milk sales, which would have put the general public’s health at risk.

ISMS has been an effective voice for Illinois physicians for decades, helping pass critical legislation, fighting important battles in court, engaging with state regulators, and much more.

One person’s solution really can address a problem faced by many. It begins with you … and your resolution.

A resolution is simply a written proposal calling for a change to ISMS policies, or for ISMS to take specific actions, such as supporting legislation or introducing a resolution on the national stage via the American Medical Association (AMA).

Speaking of which, our first resolution under ISMS' new resolution policy was brought to the AMA's recent meeting! Under the old system, we would not have been able to bring this resolution to the AMA until June of 2019. Check it out:

Resolution 812Prior Authorization and Patient Harm: RESOLVED, That our American Medical Association support efforts to track and quantify the impact of health plans’ prior authorization and utilization management processes on patient access to necessary care and patient clinical outcomes, including the extent to which these processes contribute to patient harm. (New HOD Policy)

So whatever challenges you are currently facing, you can help fix the problem by submitting a resolution to ISMS! Remember, ISMS is now accepting resolutions on a rolling basis year-round, and ANY ISMS member can submit a resolution.
