Get an Inside Look at What to Expect in Springfield for the 2019 Spring Legislative Session

capitol-winter With the inauguration of our new governor and the swearing-in of the new General Assembly, business in Springfield is up and running!

Already, more than 1,000 bills have been introduced, with an expected 4,000 to 5,000 more to come. Early word is that we are expecting new scope of practice expansion requests from CRNAs, APRNs, psychologists, physician assistants, and pharmacists. Lay midwives and naturopaths will again seek licensure. We've also heard about a few proposals for onerous mandates on physicians, which we will fight.

ISMS' legislative and policy team reviews each and every bill that is introduced to determine the implications for medicine. We routinely work with bill sponsors to iron out concerns, and if that isn’t achievable, we'll oppose bad bills outright.

Of course, we'll also support the introduction of a few bills of our own. Watch ISMS publications in the coming weeks for more details on ISMS' 2019 Springfield medical agenda.

A key date to note is February 20 – that's when Governor Pritzker delivers his first budget address. In the budget speech, the new governor will show his cards on funding priorities. With Medicaid and the state employee health program being the big-ticket spending items, this speech will be an important indicator for how he'll manage those programs.

ISMS will keep you informed, but if you want to be more involved, here are a few options:

  • Get to know your lawmakers. The new General Assembly turned over one-third of its membership in the last election. If you have a new State Senator or Representative, make a point of meeting your lawmaker or attending a district event. Very few members of the General Assembly have healthcare backgrounds; therefore, they can sometimes be amenable to ideas that aren't good for patient care. Reach out to let them know you are an expert resource for them to tap.
  • Follow the issues. ISMS publications feature the latest updates on Springfield happenings. Follow ISMS' legislative twitter feed @ISMSLegislative for real-time updates and news. We also maintain our Legislative Action Hub on the ISMS website, which tracks our legislative priorities. The 2019 Hub is currently under development, but here's the link for a recap on 2018. This is the same link to use when the 2019 update rolls out.
  • Request an update. ISMS' legislative and policy staff can provide in-person updates to your medical group or organization. Just reach out! We are also happy to talk you through any questions, or give feedback if you plan to meet your elected officials and want help with your message. Call 800-782-4767 or send an email.
  • Be Heard! During the 2019 General Assembly session, ISMS will occasionally reach out to you when we need calls and emails to lawmakers. We know you are busy, so we limit these requests to times when important votes are expected. Your actions make a difference. You can also use our Grassroots Action Center to look up your state and federal lawmakers or to send them a note.
